Welcome to 1st Review's web page. 1st Review, LLC, is an electronic building plan review service. 1st Review, LLC, provides a preliminary building code/ standards review before a jurisdictional submittal of a building construction permit. Currently, many code enforcement jurisdictions/ building inspections departments are imposing plan review fees after a certain number of plan review cycles. The plan review fees are usually part of the building construction permit fees. Multiple plan review cycles performed by a local code enforcement jurisdiction can sometimes delay the construction permit process up to a year; as a result of the permit process being delayed the construction completion deadline is delayed. Construction delays can cost the industry thousands and could possibly be millions of dollars depending on the size of the construction project.
1st Review, LLC, can reduce construction cost and reduce construction delays before construction begins by offering the following benefits and services: → Reduce the construction permit time by addressing code compliant issues before submitting to a building inspection department for approval. → Address coordination issues between disciplines before construction is started, resulting in fewer change orders in the field. → Reduce the number of review cycles (turn-downs) per project. → Reduce the cost of reprinting and shipping construction documents. → Assist with the completion of code data sheets (Appendix B- North Carolina). → Offer a building review at the Design Development phase identifying issues such as: areas of rescue assistance, smoke areas, firewalls, sprinklers, travel distances, life safety issues and special inspections resulting in a better construction cost estimate.
1st Review will provide the following services for your Design team: ü Provide a preliminary review/meeting at no cost for estimating review time. ü Investigate local code enforcement interpretations and submittal process requirements. ü Provide a building code(s)/ standards, life safety and accessibility review before a jurisdictional submittal. ü Provide an electronic plan review service utilizing Adobe Acrobat Professional 8.1 (.pdf file format) and Autodesk Design Reviewer. Both programs allow redlines and review comments to be placed directly on the electronic drawings. The Design Reviewer program also allows the following file formats: .dwf, .dwg, .dxf, .dgn, .jt, and raster files. ü Provide a detailed summary of redlined items per drawing sheet and send an e-mail notification of reviewed drawings posted on the secured ftp web page.

Formation: 1st Review is a Limited Liability Company formed as a South Carolina company and listed as a foreign company in North Carolina and Texas. The concept of an electronic plan review service came from two distinct viewpoints. One of those viewpoints came from being in the private design sector and the other viewpoint came from being a Code Enforcement Officer in which both are at opposite ends of the spectrum. Once a real need was established a method and means of providing the service was created through today’s upcoming innovative software. The President’s Credentials: Barry Sutton, President » Formally employed as a Plans Examiner for Mecklenburg County Code Enforcement (Charlotte, NC) and part time Gatekeeper. » Completed 182 commercial plan reviews on projects ranging from 3,500 s.f. to 500,000 s.f. » North Carolina Level III Building Inspector. » Attends monthly Building discipline consistency meetings for Mecklenburg County Code Enforcement. » Assisted with the design of construction documents on 95 buildings with a total square footage of 1,853,000 within six and one half years. Served as project manager on 39 projects performing the following duties: project coordination between different disciplines, code summary completion (Appendix B- NC), produced life safety documents, coordination of job site meetings and reviewed shop drawings. The following is a breakdown of occupancy classifications on completed construction projects: Education - 25 projects = 1,216,900 s.f. Business - 37 projects = 306,190 s.f. Assembly (restaurants) - 6 projects = 23,540 s.f. Factory & Storage - 4 projects = 213,800 s.f. Industrial (hospitals)- 3 projects = 105,500 s.f. Future application of this web site will allow clients to upload drawings to a secured ftp page and fill out a field stating the date of the jurisdictional submittal. After 1st Review completes the review, comments and notification of posted marked up drawings will be sent by e-mail.
